Innate Spellcasting. The Legisfer's spellcasting ability is Charisma (spell save DC 19). The Legisfer can innately cast the following spells, requiring no material components:

1/day each: Geas, Plane Shift (self only)

Contract of Tyranny. The Legisfer can create binding contracts that grant power and authority in exchange for a soul. These contracts are layered with complex legal terms, often leading to the signer's doom.

Enforcer’s Authority. The Legisfer can use a bonus action to exert an aura of authority. Each non-devil creature within 30 feet must succeed on a DC 19 Wisdom saving throw or be compelled to obey the Legisfer's commands for 1 minute (as per the Command spell). A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.

Actions

Multiattack. The Legisfer makes two attacks with its gavel of judgment.

Gavel of Judgment. Melee Weapon Attack: +9 to hit, reach 5 ft., one target. Hit: 12 (1d8 + 4) bludgeoning damage plus 7 (2d6) psychic damage. If the target is a creature, it must succeed on a DC 19 Wisdom saving throw or be stunned until the end of the Legisfer's next turn.

Edict of Tyrannus (Recharge 5-6). The Legisfer pronounces a binding edict in a 60-foot radius. Each creature in that area must succeed on a DC 19 Charisma saving throw or be unable to speak lies or take any action directly against the Legisfer’s commands for 1 minute.


The Legisfer is a formidable enforcer of the oppressive laws of Tyrannus. Its innate spellcasting and abilities reflect its role in enforcing order and extracting obedience. The Enforcer’s Authority and Edict of Tyrannus abilities demonstrate its power to compel and control, while its Contract of Tyranny ability is central to its role in tempting mortals with power in exchange for their souls. The Gavel of Judgment is a symbolic weapon that enforces the Legisfer’s rulings with physical and psychic might.
