The Koma Family does not govern its neighbors through force or decree. It governs through the quiet dominance of the institution that everyone on the Tana Gulf needs to function. Pambuka understands this clearly, which is why the relationship between the two communities has never required formal articulation.

Pambuka's position on the Tana Gulf has shaped it in two directions simultaneously: the shallow-water fishing and crustacean harvesting that the sea makes possible, and the cassava and papaya farms and goat herding that the land supports. Chieftain Sefu Oni, a human deeply connected to both elements of his town's character, has built Pambuka into something he would describe as balance and visitors tend to describe as harmony — which are the same observation made from different distances.
The principle underlying his governance is that sustainable practices are not a luxury or an ethical position but a structural requirement. A coastal community that exhausts its shallow-water fishery has destroyed the primary reason to be located on a coast. Tana Trawlers, run by the Dwarf Gavric, handles the maritime side with an eye toward what the Gulf can sustain rather than what it can produce in a single aggressive season. Oni's Crustacean Cove, managed by the Smaling Elysia, specializes in the harvest that gives Pambuka its particular coastal character and its most distinctive export. Pambuka Produce, overseen by the Elf Thalindra, manages the agricultural output that ensures the town remains viable when the sea is difficult or the season is poor. The maritime and agricultural sides of Pambuka's economy reinforce rather than compete with each other because Sefu has made their reinforcement a deliberate project rather than a fortunate accident, and tends it accordingly.
