The Dharmakar family has managed to hold the Cracked Sea League's convening authority for one hundred fifty years by maintaining one essential discipline: they do not compete commercially with the League's members. They govern the city, they host the League, and they are seen by the seven member ports as a neutral table rather than as a party with interests. This perception is the family's most valuable asset and the most difficult thing they maintain. The family does have interests. The art is in not appearing to.

House Dharmakar holds the Rajaship of Zazua by hereditary claim in the southern Shoing minor noble structure, with the specific additional authority of the League convening role granted by the Compact of Seven Ports approximately one hundred fifty years ago. The governance combines city administration with the League's hosting function — two roles that are formally separate and practically entangled.


Raja Suresh Dharmakar

Human, Male — late fifties — the Dharmakar House, Zazua

Suresh has been Raja for twenty-two years, during which time he has managed the League's seven-member coalition through periods of commercial tension, piracy crises, and the Indrani Affair's diplomatic damage, without losing a member or allowing the collective to fragment into bilateral arrangements that would make his convening role irrelevant.

He is carrying information he has not shared with the Council: the Third Finger, Zazua's sole navigable approach for loaded ocean-going vessels, is shifting east. At its current rate of movement, the channel will no longer serve ocean commerce in approximately fifteen years. The pilots know. The harbor chancellor knows. The Council of Seven does not. Suresh's management of when and how to disclose this — and what alternative arrangements to have prepared before he does — is the defining judgment of his current tenure. His son believes the timeline for disclosure has already passed. Suresh believes his son is not wrong.


Arjun Dharmakar

Human, Male — early thirties — the Dharmakar House and the League Secretariat

Arjun runs the League Secretariat's day-to-day operations and attends Council sessions as his father's administrative representative. He has been building the consent relationships he will need as future Raja with the specific methodology of someone who understands that the convening authority only exists if everyone else allows it to — consent must be constructed, not assumed. He has been constructing it for a decade.

He knows about the Third Finger, and unlike his father, he has decided that the Council needs to be informed before the family has its alternative arrangements in place. He has not yet acted on this decision. His father is aware that his son has made the decision. They have not had the conversation.
